Lebanon's political leaders, sharply split on the two major divisive issues of Hizbullah's weapons and the UN-backed Special Tribunal for Lebanon (STL), have persistently underlined the need for dialogue as the only way to resolve their differences. This view has been expressed by both the Hizbullah-led March 8 alliance and the opposition Western-backed March 14 coalition as the dispute over Hizbullah's arsenal and the STL has worsened recently, threatening to destabilize the country. Worse still, the rival Lebanese parties have never been able to reach an agreement by themselves without external assistance or mediation to end their deep-rooted political conflicts which had erupted into sectarian violence in 1958, 1975 and 2008. The Muslim-Christian sectarian conflict in 1958 was ended with Arab mediation. The 1989 Arab-brokered Taif Accord, which was backed internationally, put an end to 15 years of civil war in 1990. Similarly, a brief Sunni-Shiite sectarian strife in May 2008 came to an end only after Qatar brokered what is known as the "Doha Accord" that was signed by rival leaders from the March 8 and March 14 camps.
